2 The "utility service" is the electric power product in your service territory that by law must be provided to all consumers who are not receiving electricity from any other supplier. It is sometimes referred to as Provider of Last Resort (POLR) service. This includes consumers who have never switched suppliers, as well as consumers who have switched to a new supplier that has since gone out of business, and consumers who have switched to a new supplier and, for whatever reason, have left that supplier without choosing a new one.
